When service is run using Ctrl-F shortcut, then Service ignores SELECTED folder location, placing new folder in the root of the Finder displayed directory tree. Can shortcut run service using a key press? KEYBOARD shortcut should AUGMENT SELECTION mouse actions. Service performs as expected, when run using mouse right click in Finder.app. When service is run, it creates a child folder in any right clicked parent folder, with and without selecting (highlighting) target parent folder.
